Iterates over the textual encoding blocks found in pem.
Each item is a decoded Block or a PemError. The body of every block
must be standard base64; spaces, tabs, carriage returns, line feeds, vertical
tabs and form feeds are ignored, while any other byte (including punctuation
and non-ASCII data) is rejected with PemError::InvalidEncoding.
